One connected platform for people, payroll and the work between them.
Legend HRIS runs the full employee lifecycle in one shared database — job requisition, recruitment and hiring; employee administration and self-service; attendance and payroll; loans; performance, training, competency and succession; plus the configurable approvals, expenses, claims, procurement, accounting journals, reporting and multi-company administration that connect them. Not a payroll spreadsheet with an HR file bolted on the side.
People, workforce, talent and enterprise control — sharing one database.
Every module below reads and writes the same employee record. An update to a leave balance, a loan, a competency rating or an exit is visible everywhere that number is used, the same day — because it's one system, not four systems that sync overnight.
People
The core employee record and how people interact with it directly.
- Core HR & employee records
- Employee self-service
- Leave & approvals
- Document register
- Employee relations
Workforce
Time, pay and the money that moves between employer and employee.
- Attendance & time
- Payroll & payslips
- Loans & advances
- Final settlement & exit
Talent
From requisition to succession — growing the people already inside the system.
- Recruitment & careers
- Performance & competencies
- Training & development
- Succession planning
Enterprise
The workflows, controls and finance links that make it audit-ready.
- Expenses, procurement & imprest
- Accounting journals
- Multi-company administration
- Security & audit
A different view for every role, same underlying record.
Permissions and dashboards are role-based, not screen-based — an Employee, a Manager and an Executive can all be looking at the same company on the same day and see three appropriately different things.
Payslip, leave balance, loan status, claims, tasks and notifications — on a phone.
Team leave, a pending-my-approval queue, and direct reports' records.
Employee actions, documents, leave, recruitment pipeline and appraisals.
Attendance exceptions, run status, gross/net/statutory totals, failed validations.
Claims, imprest and procurement approvals, plus the journal feed to accounting.
Company setup, roles, permissions, approval routes and audit logs.
Headcount, payroll cost, leave, loans, turnover and alerts, at a glance.
The full employee lifecycle, requisition to succession.
Fifteen modules, one shared database. Each card is labelled honestly: what's live today, what depends on a connected system, and what's still being scoped — so a demo never promises more than the product does.
Payroll Engine
Progressive PAYE, NSSF/SDL/WCF, overtime and loan deductions. Pay is now calculated strictly by hours actually worked, pulled from Attendance — a partial month is real clock-in data, not a calendar guess.
Attendance & Time
Self-service clock-in checked against office geolocation, admin correction for field days, and computer-activity import for remote hours. Biometric and FlexiServer capture depend on the hardware connected on-site.
Leave Management
Entitlement and carry-forward by leave type, a calendar view, and balances that actually deduct as requests move from Pending to Approved.
Final Settlement & Exit
Notice, severance and leave encashment calculated automatically on exit. A settlement that comes out negative is tracked until recovered and posted to the books — and the departing employee's login is switched off the moment the settlement is finalized.
Loans & Advances
Request, tiered approval, and automatic payroll deduction against a running balance — visible on the employee's own record, not buried inside a payroll formula. Early settlement and rescheduling for edge cases are being documented for enterprise rollout.
Training & Development
A course catalog with enrollment approvals, plus a daily attendance roster per training session — sign in with a digital signature, or print a sheet and upload the signed scan afterwards.
Expenses, Procurement & Imprest
Approval routed by amount through the right tier, receipts attached to the claim itself, and payment status tracked through to settled. Full procure-to-pay — purchase orders, suppliers, receiving, invoice matching — is being scoped against target-customer requirements.
Document Register
Work permits, contracts and certificates with Valid / Expiring / Expired computed from the date on file — not from someone remembering to check.
Recruitment & Careers
Public job postings, a candidate pipeline, and offer/rejection letters generated from the record — from requisition through to hire, no separate careers page to keep in sync.
Performance & Succession
Appraisal cycles with competency ratings, and a succession bench per position scored by readiness — Ready Now through Development Needed.
Employee Relations
Grievances and disciplinary cases with an invitee roster, attendance, and generated hearing letters — one record from complaint to resolution.
Accounting Journals
Payroll, expense, imprest and final-settlement journals — including money recovered from a departing employee — export as one QuickBooks-ready IIF file per period. Two-way sync back from the accounting system is on the roadmap, not available today.
Multi-Company Platform
One deployment, many companies, one database — each company's data walled off from every other's, each with its own company code at login.
Security & Audit
Admin / HR / Payroll / Manager / Employee roles, a full audit log, a forced password change on first login, and a 15-minute idle sign-out. Multi-factor authentication is planned.
...and the smaller things
An in-app notifications inbox, custom employee fields per company, automated database backups, bank payment schedules, and PDF exports for every printable record.
What one request actually touches, end to end.
Legend isn't fifteen separate tools that happen to share a login. A single action moves through several modules automatically — this is what that looks like in practice.
Attendance to Salary
Requisition to Hire
Application to Settlement
Claim to Journal
Tanzania's PAYE bands and statutory rates, built in.
One module among many, but a well-proven one: the same progressive bands and contribution rates your payroll team already reconciles by hand — configurable in Settings if TRA revises them, never hard-coded past your reach.
| Monthly income (TZS) | Base tax | Rate above band |
|---|---|---|
| 0 – 270,000 | 0 | 0% |
| 270,001 – 520,000 | 0 | 8% |
| 520,001 – 760,000 | 20,000 | 20% |
| 760,001 – 1,000,000 | 68,000 | 25% |
| 1,000,001 and above | 128,000 | 30% |
Built to host a group of companies, not just one entity.
A holding company running three subsidiaries doesn't need three installs — and every control below is enforced in code, not left to a colour convention in a spreadsheet.
One deployment, many companies.
Every company gets its own company code, its own Admin, and completely separate data in the same shared system — provisioned in minutes, not a fresh deployment.
- Each company's data is walled off at the database level — never queried, never displayed across company lines.
- A generated first-Admin password stays readable on the company's own page until that Admin logs in and changes it — no more losing a one-time password to a page refresh.
- Deactivate a company (a lapsed contract, a closed subsidiary) and every one of its users is locked out immediately, without deleting the record.
Roles & permissions
Admin / HR / Payroll / Manager / Employee roles enforced in code on every request, a forced password change on first login, and a 15-minute idle sign-out.
Full audit trail
Every payroll lock, approval, and settlement is logged. Access reviews and formal incident-response documentation are on the enterprise-readiness roadmap.
Multi-company by design
A company_id on every table, checked in code — not a filter a query can forget to apply.
Cloud or enterprise
Hosted cloud deployment or an on-site enterprise install, with implementation support and onboarding for your employee data.
Backup & recovery
Automated database backups. Documented restore procedures and target recovery times are part of the current operational-maturity work.
Training & onboarding
Guided onboarding of your company and employee data, with support through go-live and beyond.
